Yes, even in the winter! You'd be surprised how damaging the light reflecting off the white snow can be. Protecting your hands with sunscreen can help deter things like age and sun spots. A great way to do this is to buy a moisturizer with SPF protection built in.
Like the rest of your body, dead skin cells can accumulate on your hands. Use a gentle exfoliator regularly to help shed the dead skin. Make sure to follow up with a moisturizer!
